Cause

Receipt Reverse Api was allowing receipts to be reversed with a Reversal Date prior to the maximum application date / maximum GL date.

Due to unpublished Bug 8668394 REW: RCA:ACTUAL_DATE_CLOSED IN INCORECT ON RECEIPT

Bug readme indicates unpublished bug 8668394 is fixed in 12.1.2 ; however, review of files indicates it is not fixed in 12.1.2 (patch 8402900).
